    Sorry for the late response...

I would think there's always opportunity in an IT department for better service (faster servers, more capability, wider coverage / stronger access points if you're wireless, better support for mobile users, etc.). How about better equipment for each users (multiple monitors, faster computers, SSDs, etc.)? Maybe software upgrades? Better security?

Harder for me to think of facilities but maybe improvements in communications, better work environments (ergonomics, etc.), and maybe even something like private or soundproofed meeting rooms.

Some great opportunities were already mentioned by Yodon. For IT you can look at the complete software landscape you have. Which programs are in use today. Then check which part of the company could benefit a lot from IT innovation and how to reach that goal. When it comes to IT there are a lot of opportunities because it changes so fast.

On top of that you could look at potential overlap in licenses you pay. How can you get better deals for certain solutions or maybe you are paying too much because everybody has been buying licenses over the years.

With respect to facility you can look at how to reduce work related sick days. These might to very close to OHSAS activities but you pick a lot off ideas from there when it comes to employees health.
