is there a standard document to manage people registration and identification?

    I am interested to see such a document with standard procedures to manage human registration and identity, just to see how it is applicable or how i can apply to my situation. if there is no such document,why shouldn't we be part of such team to have the target to produce and publish one, specifically to help African Nations to improve vital registration activities.
