Who is typically assigned to manage and oversee DCMA and DCAA audits and related tasks internally within a defense company QMS department? Is this usually managed by a separate compliance unit within the QMS department? How many staff are typically a part of that unit? How do companies approach these types of audits? What is best and proven practice?

Usually, someone in Quality or, depending on the type of business, a "Program manager".

That's like asking how long is a piece of string? It's going to depend on multiple factors and information you haven't provided. A Prime manufacturer is likely to have different sites, with a variety of complexity of products and projects and, depending on the criticality of such programs, stage of development/implementation and so on which will heavily influence the number of people involved. As with most audits performed by such "outsiders", it's usual to afford the representatives the accommodations you'd extend to a customer (auditor) during a visit.
