Can you skip Rev's in a DELTA FAIR

I prepared a Delta FAIR for a part at Rev C. The base FULL FAIR is at Rev A.
There was a NOR (Notice of Rev Change) for Rev B.
Then there was a NOR for Rev C.
Then they Released a Blue Print at Rev C that incorporated the Rev B and C NOR's.
Now I have a Part built to Rev C on my bench.
I created a Delta FAIR for Rev C that uses the FULL FAIR at Rev A as Base.
The Second Sign off refused to sign do to the fact I don't have a Delta Fair for Rev B.
Is this right?
I don't know how I could create a Rev B Delta.
