What does it mean?

    What does this sentence mean? "Advanced manufacturing is the attainment of value at scale."

    It means two things in context:

    1. Advanced manufacturing is large scale manufacturing (at scale) at a profit (attainment of value)... as opposed to small scale prototyping or pilot scale production.
    2. whoever wrote that sentence is looking for an outside funding partner...
