    I don't see an NC which can be closed. It seems that the wrong clause is mentioned "design and development planning" is nothing to do with the Control Plan. In fact, the more I read and re-read this, the more this NC becomes worse than useless.

    This is a poor NC - reject it back to the Certification Body.
