Using MIL HDBK 217E

    I'm looking at the failure rate of a surface mount plastic mosfet on a circuit board going in a vehicle.
    Using Mu b=0.012 PiE=18 PiA =0.7,PiQ =12 PiE=18(GM)/10E6
    Now I 'm getting a figure on E-07. Yet looking a previous Failure rates on other FMEAs I see the same mosfet has a failure rate of E-09.
    Am I missing something or are my failure rates incorrect.
    I'm getting really frustrated of how someone got E-09 for this MOSFET
