Asking and receiving are different things... How will the CAR be answered if the customer doesn't respond?

The CAR will need to address the failure of the supplier development process to seek customer approval for non ISO certified suppliers. A customer's failure to respond will need to be dealt with. We've been lucky enough to get a "go ahead, no problem" response.

What's the point in mandating a requirement which can be brushed away so easily?
It's far more effective, from a business perspective, if all customers who have to meet this requirement flowed it down to this distributor. Maybe some bright spark would think twice and do it. Blowing it off by asking the customer is IMHO undercutting the whole purpose of the QMS - to provide confidence to "interested parties"...

Andy and Golfman have given you vital inputs for your reference. Since your organization has still time to prepare for IATF 16949 certification, you can take both recommendations. In satisfying 8.4.2.3, your organization has really no choice but to use suppliers of automotive products/services that are certified to ISO 9001, unless otherwise authorized by your customer.
