I believe you want to have a "threshold level" for RPN - where actions are determined if the RPN value goes above this threshold level. The 4th Edition of the AIAG Manual for Potential Failure Mode and Effects Analysis specifies that "The use of RPN threshold is NOT a recommended practice for determining the need for actions." See page 57 and 103 of the AIAG Manual.

If your intention is to reduce the value of the RPN, then actions should be recommended, implemented and evaluated. The following should be considered when taking actions:

• The primary objective of taking actions is to reduce risks and increase customer satisfaction by improving the product/process design.
• Assessment for preventive/corrective action should be first directed to critical classification, then high severity, then high RPN, and other items designated by the team.
• The intent of any action is to reduce rankings in the following order: Severity, Occurrence, and Detection.
• Only a design revision can bring about a reduction in the Severity ranking.
• Increasing the frequency of quality inspections is not an effective preventive/corrective action.
• Identify the person or group for each recommended action and assign target completion date.
