    Hello,
    how to develop metrics to measure the effectiveness of projects and developments in the company. If possible, give an example methodology.

    Look up the project management iron triangle. This would imply that you would need a balanced scorecard that monitors quality, cost, time and scope.

    Rather than simply pluck KPIs from the air, consider this: Any process planning should have goals of "Right First Time" and "On Time". Now, that doesn't mean to say that processes deliver perfectly, so you can set SMART objectives which take you in that direction:

    Consider your core processes and those which support them. Apply RFT/OT (or "O.T.I.S" as our friend Roxane likes to consider them) and you can go from there.

    1 compliment to Budget
    2 Real progress vs estimated
    3 non conformances % in construction.

    Help to measure performance of the management of the projects.
    1- According to budget, first a budget was initially set, then you measure at intervals, how you manage your budget.
    2- Progress of the project, it can be measured the progress compared to initial timeframe.
    Why not? or what do you suggest?

    Since we're posting in a Quality Management forum, I see nothing to do with Quality. I see project management KPIS that's all. That doesn't tell management much. I'd hope the OP was asking about KPIs related to QMS process, hence using "OTIS". I posted this earlier. Just plucking KPIs from out of the blue isn't what people should do.

    Here's one method:
    1. understand first the needs/expectations of your customer (e.g. "the project must be completed as per the contract") - see clause 4.2;
    2. establish objectives by taking into account applicable requirements (e.g. "On-time completion of projects") - see clause 6.2.1c;
    3. set measurable performance indicator and monitor (e.g. "actual date completed vs target date completed, actual number of days completed vs estimated number of days completed") - see clauses 4.4.1c, 6.2.1b and 6.2.1e;
    4. set plans to achieve the objective (e.g. "project execution plan") - see clauses 6.2.2 and 8.1;
    5. address risks/opportunities that will affect your plans and objectives (e.g. "risks/opportunities analysis") - see clauses 6.1.1, 8.1 and 4.4.1f;
    6. review and evaluate the extent of achievement of the objective (e.g. "operation's or management meetings") - see clauses 6.2.2e and 9.3.2c.2
