45001 compliance with 18001

    Hi - just a quick question - If my company were to achieve compliance with the 45001 standard, would that mean they would automatically also be compliant with 18001? In other words, are there any stipulations in 18001 that aren't in 45001, or does 45001 provide more definition and stringency in each clause?

    Stephen - ISO 45001 replaced OSHAS 18001, so it's not technically possible, but there are parts in 45001, which aren't in 18001. "Context" comes to mind.

    A wider perspective in terms of risks management. Now, organizations are not only required to identify risks from the identified hazards. Risks related in establishing, implementing, and maintaining an OH&S management system is also required to be controlled. The same is true for opportunities.

    There is relatively little in 45001 that 18001 does not ask for, though they use different language in places. 45001 does not require "documented procedures" (18001, 4.4.6) though there is a requirement for "maintaining and retaining documented information to the extent necessary to have confidence that the processes have been carried out as planned" (45001, 8.1.1c). Notice that if we were to get picky, 8.1.1c of 45001 refers to a past tense; therefore it could be argued that 8.1.1 better applies: "The organization shall plan, implement, control and maintain the processes needed to meet requirements..."

    Two interesting additions are "...adapting work to workers (45001, 8.1.1d) and "[hazard identification of] ...including consideration of situations occuring in the vicinity of the workplace caused by work-related activities under the control of the organization." (6.1.2.1f2)

    In 45001, in addition to the risks and opportunities look for a much more detailed set of requirements for top management (5.1), as well as employee participation and consultation (5.4, interestingly also now in the Leadership and commitment section instead of communication. Several of the management review inputs are now required to be trended.
