Risks can occur at any function, process and level. When an organization is planning on a high-level (i.e. strategic), risks on that level should be addressed. Example: an organization is planning to set up another plant on another country. Risks on this level should be dealt with. On the other hand, there are risks at the operational level. Example: modifications on the injection molding process is to be implemented. Risks at this level should also be addressed.
