Is it necessary to carry both the organization process and procedures? or either maintain any one of them is enough ?

Any organization has processes. It's the nature of most organizations to exist to process things - raw materials, information, etc.

The question becomes "Do we need a (documented) procedure to describe the process and how to perform it?" The process exists with or without a documented procedure. Your organization needs to decide if the documented procedure is valuable.
