I see that IATF16949 has blank clauses that refer to ISO9001:2015. Does that mean my company needs to be certified to both?

No. It simply means you have to a) purchase both requirements and b) nothing has changed regarding what you may be certified to, i.e you always could have 2 certificates and that will continue.

The audit for IATF will include all the clauses in both standards performed in one audit
