080000 IECQ HSPM

We are small Company that supplies an Electronics manufacturer, our biggest customer requested answers for a (HSPM) Hazardous Substances Program Management assessment, the issue is we do not use any hazardous substances in our company, we only use in manufacturing Ink, cleaning agents and lubricants. I get that they need to comply with IECQ but how can we create a Management Plan for HS if we do not use them. We are in the process of certification for 9001. Can we create a letter stating we do not use HS in our plant? In addition here is the first question "Is supplier manufacturing only RoHS products?" How to best answer our biggest customer? Please help
