First, I'm thrilled I found this little gem.

I'm new to the civilian sector for Quality Assurance Management, and in the process of learning I found a "supplement" that I can't seem to locate the source document for. It seems to be related to US DoD contracts, but as a former servicemember, I know there's always an approving authority. The supplement is titled STR-ISO 9000 Supplement A Revision 4, with a release date of 5 Jan 2017 (to the best of my knowledge). Has anyone else encountered this or a similar issue?

That's the one. I'm specifically looking for the why. I can add all kinds of words strung into sentences in a contract, but if what I'm saying doesn't have any authority then what am I even doing with my life?

UPDATE: I found the source, and while it doesn't specify where the authority is derived from, its requirements are only implemented in the process of contract awards from the US gov.
