    Hi Rajan:

It would help us to know what your objective is here and what your organization provides. Typically, an HR function in a QMS has a support role and suppliers to that are (very) far removed from influencing the QMS. But it helps to know what your QMS relates to and what these supplier provide.

Your organization would know best who among the external providers for the HR function should be subjected for stricter controls. Who could contribute more severe risks to your processes, products and services? Manning agencies should have stricter controls than providers of office supplies. For manning agencies, you may need to check whether their contract workers are well vetted and compensated. You won't do this for office supplies vendors. A simple inspection of deliveries from the supplier with the most competitive offer is enough. Develop controls that will add value to your organization.
