It means what is being purchased from your organization, but the customer. Product, delivery, packaging and everything else they put in their PO (specifications etc) or indeed, what you have offered them.

what i understand that in clause 8.1 Operational planning and control (a. determining the requirements for the products and services) mean

that the organization would expect what will be required by (the client, legal, organization ...etc) and then plan how to fulfill them

or it is mean the requirement needed to achieve the product

    i still have a confusion

It's how your organization plans to meet the requirements - stated by the customer or by the organization - are going to be met. Depending on the QMS, that can mean all kinds of things. What is the scope of your QMS, that would help give a concrete example for you.

Clause 8.1a has a supporting sub clause which is 8.2.2. Requirements for the products and services can originate from different sources such as the customers, international or local regulatory bodies, business sector, including those that are considered by the organization to be necessary.
Requirements can be those that are inherent to the product such as its dimensions, specifications, safety features, characteristics that can be measured from the product, particularly for those products that are tangible. There are also assigned requirements for delivery, packaging, price and payment terms, disposal method, etc. For services, requirements can include those that relate to behavior and competence of personnel, ambience and cleanliness of the customer area, timeliness and accuracy. These requirements are those that will directly affect the products or services being offered to customers.
