MIL-217 Quality Factor

    Hi

    I'm evaluating the MTBF for a new smd electronic design using the MIL-217 spec component count.
    How do you evaluate what the quality factor of the components should be, when they are not necessarily military spec ie "Established reliability", what quality factor do you choose?
    "none established" "commercial" ie Q is 10 or 3 etc?

    Maybe I am missing something simple, hope someone can help.
