If a basic dimension on a drawing exists to control a profile should it be included on the layout report? If so, I assume it is reported as basic without a tolerance, correct? Thanks

The actual requirement is the profile. The basic dimension exists only to provide the specifics of the profile. Record the profile as the requirement and document the results of the profile measurements.
