Audit programme

    The organization introduced Internal Audit procedure 5 years ago. It instructs to audit each process once each year. In the last year all nonconformities (5 in number) were raised at the process production. This performance was linked with the replacement of process manager. With reference to 9.2.2 a), how to “take these results into consideration in the audit programme” for the next year?

    Is the cause of the NC's linked to the old or the new process manager? Or to the transition?

    I audited management systems whose audit programmes did not take into account the results of previous audits. Should the auditor register a NC? Please take note that the standard requires to take the previous results into consideration rather than into account.

    That statement is indicative of significant concerns in regards to the effectiveness of the management system. People are key to success and I would never discount the value of the individual. However, when the success of the management system is contingent upon the presence of an individual then implementation and attention of activities related 7.2; 7.3; 7.1.6. 8.5.6 , etc..etc..etc... all come into question.

    When I am asked about "why" should an organization have a quality management system, the answer I give is as follows...RMS....

    To...
    1- Retain...the corporate intent
    2- Manifest/materialize...the corporate intent
    3- Sustain...the corporate intent

    The goal is to accomplish all of these REGARDLESS of turnover within the organization, which is inevitable.

    For those having to answer to the automotive industry or other critical customer with a "root cause" response of "we had a new person" will find it a sure way to get quickly and strongly admonished as one of the primary values of an effective QMS is to maintain organizational control WHEN there is turnover.

    This could be the scapegoat. It's easier to find fault to someone no longer in the organization.
    On the next cycle of audit, focus on the weakness of the system. Fact-finding instead of fault-finding.
