Why preventive action not addressed in QMS 9001 2015 standard ?

    Hi want to know more why preventive action not address or highlighted in QMS.

    Simply because, the emphasis is on the whole Quality Management System being focused on planning and prevention of problems. Prevention isn't about having a procedure.

    Because the addressing of risks covers prevention.

    ISO 9001:2015 is more proactive. You'll notice that 8.5.3 of the 2008 version is at the last stage of the PDCA cycle. The 2008 version requires us to determine preventive actions when we have already gone through Plan, Do, and Check. The new version now requires us to Act while we are still planning for the QMS (see 6.1.1 of ISO 9001:2015). Since actions to address risks and opportunities are now determined during planning, these actions already serve as "preventive actions". Thus, the intent of preventive action was strategically transferred to clause 6 of the 2015 standard.

    Just a different twist on what was already said. Preventive actions are still there and still required. They just renamed it to addressing risks. In a similar fashion to changing "permissible exclusions" to items that are not applicable.

    The highlight of the new version is Risk Based Thinking and preventive action is part of RBT.

    In other words, preventive action is not highlighted because you will be doing it already at the start.
