Appraisals and competency evaluation when organization is in a survival mode

    I know many organizations in oil and gas have been in survival mode during the last two years. How have you addressed appraisals and the evaluation of performance when staff haven't been busy and individual objectives haven't necessarily been set?

    Since this doesn't have much to do with competency, it's not as relevant to product quality and, therefore, can be considered outside the QMS. I've personally experienced where staff have had poor performance appraisal results, yet were extremely competent doing their work. It's more about management style and culture that "the demonstrated ability to apply skills and knowledge"...

    If staff members' duties support the QMS activities with a result in product/service quality, they are expected to be competent for that which they are responsible. Since competency can be measured in more than one way, a work slowdown should not stand in the way of establishing/verifying competency. Are they at work?

    Objectives are also expected; these can of course be adjusted as business conditions change.

    If an organization is in a survival mode, adjustments can be made on the set performance targets (individually or corporate). Practically, targets can be set on a level commensurate to the resources of the organization.
