Does the requirements for reviewing, distributing, implementing customer engineering standards/specifications per IATF 7.5.3.2.2 apply to customer specific requirement manuals?

Good question. Literary not, but it requires from customer specification of CSR "effective date".
If not specified, we shall define since when we will proceed according to revised CSR.

Problem is, OEMs sometimes delay significantly (months) distribution of their "already effective" CSR.
Some organizational process has to address requirements of 4.2 and 4.3.2, so let's see how it works.

I don't think so. I think it is limited to engineering standards. CSRs are dealt with different sections of the standard.
