    Can anyone tell me if the new version of the standard,requires the performance appraisal of the personnel?

    The operative term is competency. A performance appraisal may be a way to show competency.

    There is no specific requirement. Even the word "inspection" is not mentioned but it's very important to organizations. Is employee performance appraisal necessary? The basis for having employee performance appraisal can come from the following clauses:

    4.4.1c - monitor and measure related performance indicators to ensure effective operation and control;
    9.1.1 - monitor and measure what is necessary;
    7.1.2 - determine the necessary person;
    7.2a - determine the necessary competence.

    I agree with Golfman, its operative term is competency as the organization shall ensure that these persons are competent on the basis of appropriate experience.
