Local regulations into a QMS?

    Hi everybody

    In trying to gather all the standards a company have to comply with.

    Do we have to include into the system all the local regulations/laws even if they are not required by clients?
    Fo example any company in any country, when is started has to comply with goverment laws( security, anti fire systems, against noise, etc. Such standards have a code.
    If this company decides to go for ISO , should these local standards be included into the qms and be controled? and what will be the benefit? If for the client is not a real advantage?

    Why wait for ISO to comply with a legal requirement?

    ISO 9001 is primarily a product or service document, but there are some arguments for safety equipment protecting materials and finished goods, particularly in material handling. I would not, however find it necessary to include those specifications into the QMS unless safety is a quality goal in support of protecting personnel and productivity.

    But in 0.1 it says..
    .. the ability to consistently provide products and services that meet customer and applicable
    statutory and regulatory requirements;
    This last part ,does not apply to include into the QMS such local regulations?
    Because any business have to comply with them.
    When I say, include, I mean, at least to have them as external documents, or referred as a compliment in our quality manual.

    These are the regs etc which are applicable to the PRODUCT. So, for example, if you make any type of electrically energized office equipment - such as a pc, printer and so on - and intend to sell it in the USA, you have to meet the UL regulations for electrical safety. As buyers of such equipment, we don't put this UL regulation in our purchasing requirements (do we?) we expect the maker to design/manufacture the thing to meet the spec. It's that simple.

    I want to also point out that 0.1 is in the Introduction section, and Requirements start in 1.0.

    Again, I presume that your procedure for control of documents utilizes a register where documents of internal and external origin are logged. If you find any value in registering documents directly related to products/services (like ensuring conformity with customer requirements), then the same can be true for regulations/laws your organization must need to comply.

    Ok, I have a control for internal (qms documents)and external documents ( a standard for security, noise, etc.required by the goverment), for that reason, my question is if is it recommended to control standards for local regulations (obliged by the goverment, but not required by clients?)

    I might as well control regulations the same as documents that are directly affecting products/services. Government, local or national, should be one of the interested parties that an organization should consider (see Clause 4.2). Documents from them should also be controlled.

    Why not give us some concrete examples? Instead of talking in generic terms, what exactly are the regulations etc you are concerned with?

    Hi, one example, any business when is created, even if is doesnot have Iso, have to comply with issues related with security of people, to train people in case of fire, what to do, how to manage a fire extintor, another, local laws regarding pollution, to comply regarding to not put in drainage, chemical elements which may pollute the environment.

    Nothing to do with the QMS (or product, which is the focus of the QMS)
